NOAA CPC Russia station 0UIIO

Last night, I picked up some morse code on the shortwave radio. I am kinda green on morse code but I tried to decipher what seems to be the call letters for Station 0UIIO, it just keeps repeating.

What I found interesting was that this morning, while out in the back yard I managed to pick it up again but this time on a different frequency. Here’s my QSL information:

The only reference I could find for 0UIIO online was this site from the CPC, where apparantly they have a Russian-based station with the call letters “0UIIO”. Here’s a copy of the text (truncated to save space):
